CITY COUNCIL AGENDA
_________________________________________________
Through a technical assistance grant obtained through the National Parks River and Trails Conservation Assistance Program the Greenbelt Taskforce Master Plan has been rewritten. The process included a robust public outreach effort including public open houses, a general survey with 760 responses, focused working groups featuring a cross-section of the community, booths for public comment at public events, a public hearing and a final 6-week open comment period. It has almost been a 2-year process. The chair of the Greenbelt Taskforce, John Freeman, has made presentations on the results of public engagement in several public settings including Green River City Council Meetings, Sweetwater County Commissioners Meetings and the Sweetwater Outdoor Recreation Collaborative to name a few. The document will be vital in the future development and use of the Greenbelt and compliments other City planning documents. The draft form of the document has already aided the City and Greenbelt Task Force in obtaining several grants and will be key to obtaining more grants in the future.
Suggested Motion: I move to approve the resolution accepting the Green River Greenbelt Master Plan.
In November 2022 the City applied for the First Responder & Law Enforcement Mental Health Support Grant which was set up during the 2022 Legislative session using the State's ARPA funds. The application was awarded in the amount of $32,575 and staff is requesting permission to accept the grant agreement. Awarded funds will be used to provide Police Officer/First Responder Wellness checks, Peer Support Training and Interpersonal and Professional Relationship Train the Trainer Courses. This grant is 100% federal funds with the goal of supporting the mental health and wellbeing of our law enforcement and first responder staff and those of our partners agencies.
Suggested Motion: I move to approve and accept a First Responder & Law Enforcement Mental Health Support Grant Agreement with the Wyoming Department of Health, pending legal approval.
Suggested Motion: I move to approve the right-of-way easement agreement with Rocky Mountain Power.
Suggested Motion: I move to approve the issuance of catering permits to The Tomahawk Tavern to cater alcoholic beverages at the YMCA Bowls of Caring Event on March 18, 2023 from 6 pm until 8 pm, at the Twisted Timber store and the Wild Sage Market Pop Up Event on March 25, 2023 from 11 am until 4 pm, at Expedition Island.
