Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Appointment of Dick Blust Jr. to the Historic Preservation Commission


Dick Blust Jr. has volunteered to serve on the Historic Preservation Commission. He has special skills in writing and Historical Research.

Suggested Motion:
  I move to confirm the Mayor's appointment of Dick Blust Jr. to the Historic Preservation Commission effective June 1, 2021.

A.

Consideration to Approve an Agreement with the Wyoming Department of Agriculture


The Wyoming Emergency Insect Management Program opened the 2021 grant application period and the Parks & Recreation Department submitted an application and have been awarded $5,000.

Suggested Motion: I move to approve the 2021 WEIMP Grant Agreement with the Wyoming Department of Agriculture, in the amount of $5,000.
B.

Consideration of an Agreement with Rocky Mountain Power


The proposed Wastewater Treatment Plant Replacement Facility to be located adjacent to the existing plant will require an upgraded electrical service to be provided by Rocky Mountain Power. The attached General Service Contract defines the terms for the long-term electrical service.

Suggested Motion: I move to authorize the Mayor to sign the General Service Contract with Rocky Mountain Power for the electrical service at the new Wastewater Treatment Plant site.
C.

Consideration to Authorize the Release of the 2017 Bid Security for the Purchase and Development Agreement with New Peak Construction for the Lincoln School Addition Tracts B & C


The City offered the Lincoln School Addition Tracts B & C for sale in 2017. At the time, New Peak Construction Company submitted the sole bid for the property, in the amount of $100,000 and submitted the required bid security of 5% or $5,000. Over the intervening years, New Peak  has attempted unsuccessfully to develop the subject property in accordance with the terms of the Purchase and Development Agreement dated April 2018. New Peak has indicated that they will no longer pursue the development of Tracts B & C and have requested the release of the Bid Security.

Suggested Motion: I move to authorize staff to release the 2017 Bid Security for the sale of the Lincoln School Addition Tracts B & C to New Peak Construction Company.

Consideration to Authorize the Invitation for Bid for the Sale of Municipal Property - Lincoln School Addition Tracts B & C


Staff is seeking authorization from the Governing Body to advertise an invitation for bids for the sale of Lincoln School Addition Tracts B & C. The manner of disposing municipal property is outlined in W.S. 15-1-112. The Statute states:

Before the sale of any property of any city of town valued at five hundred dollars ($500) or more, an advertisement of the intended sale describing the property and the terms of the sale, shall be published at least once each week for three (3) consecutive weeks in a newspaper having general circulation in the community, announcing a public auction or call for sealed bids for purchase of the property. The property shall be sold to the highest responsible bidder, unless the governing body of the city or town rejects all bids. The responsibility of the bidders shall be determined by the governing body of the city or town. 

The property consists of 8.75 total acres and is zoned for single family residential. The last appraisal for this property, dated June 15, 2017, determined the appraised values of the property to be $100,000. Please see attached appraisal summary. Draft bid documents are also attached. 

Suggested Motion: I move to authorize staff to advertise the Invitation for Bid for the sale of the Lincoln School Addition Tracts B & C.

Suggested Motion: I move to approve the Memorandum of agreement with the Jamestown Fire Control District, and authorize the Mayor to sign the agreement.

Suggested Motion: I move the approve the amended contract with the Wyoming Department of Health and authorize the Mayor to sign said contract.

Approval of a Liquid Waste Hauler License for Jackman Construction on behalf of Love's Travel Center


Suggested Motion: I move to approve a liquid waste hauler license for Jackman Construction on behalf of Love's Travel Center, expiring June 30, 2022, pending legal approval.

Issuance of a Catering Permit to the Wild Horse Saloon, Inc., dba The Hitching Post Saloon


Suggested Motion: I move to approve the issuance of catering permits to the Wild Horse Saloon, Inc., dba the Hitching Post Saloon to cater alcoholic beverages at the 307 Block Party on July 23rd, 24th and 25th, from 10 am until midnight each day, at Expedition Island.

Suggested Motion:
I move to approve the issuance of open container permits to the Embassy, LLC., dba Embassy Tavern and the Ponderosa Bar for the Flaming Gorge Days Rock and Roll Party on June 25th and 26th, 2021, from 9 am until 2 am, within the barricaded area called "Bar Row" on Railroad Avenue.
