City of Green River: Form of Government

Do you think the City of Green River should remain with its current Mayor-Council-City Administrator form of government or should the city look at switching to another form of government recognized under Wyoming law?

Background Information
Wyoming law recognizes three forms of municipal government in Wyoming: Mayor-Council, Commission, and the City Manager forms of government. The most commonly used form of government in Wyoming is the Mayor-Council form of government.

However, Wyoming also allows for a fourth kind of government, a Charter Ordinance, which constitutionally permits any incorporated city or town to alter their current form of government by opting out of government provisions established within any of the recognized forms of municipal government and developing their own. This was done in Green River in 1980.

From Green River’s incorporation up until 1980, the City operated under a Mayor-Council form of government. In 1980, the governing body during that time enacted a change to the form of government to that of Charter Ordinance No. 1, which allowed the city to opt out of government provisions established by the State Legislature within the three primary forms of government and allowed the city to develop their own provisions, one that allowed for the City of Green River to be professionally managed by that of a City Administrator. 

At the May 1, 2012 Green River City Council meeting, a 5-2 vote was casted for further discussion of altering the form of government, Charter Ordinance No. 1, for the City of Green River to one of the three primary forms of government recognized under Wyoming law.

At the upcoming May 15, 2012 Green River City Council meeting, first reading of an ordinance to reappeal the Charter Ordinance will be made. The City welcomes your comment and invites you to attend this meeting starting at 7:00pm.
