Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

A.

Consideration to Approve the Sweetwater Emergency Operations Plan


This document is the Sweetwater County/Local Government Agencies Plan for crisis management and disaster operations. This plan utilizes the National Incident Management System (NIMS). It assigns responsibilities to county governmental agencies and individuals for carrying out basic management functions and activities associated with crisis management, mitigation, preparedness, response and recovery phases of major events including disaster regardless of cause.

Suggested Motion:
I move to approve the Emergency Operations Plan and authorize the Mayor to sign said plan.
B.

Consideration to Authorize the submission of a grant Application to the Wyoming Emergency Management Program


The Wyoming Emergency Insect Management Program (WEIMP) has opened the 2020 grant application period. This is a 50/50 grant with the purpose of providing supplemental help in managing emergency outbreaks of insect pests for the protection of human health and safety. This grant would be utilized to help offset the part-time seasonal staffing costs with the city-wide mosquito control program Attachments:


Suggested Motion: I move to authorize the Parks & Recreation Department submit a 2020 Wyoming Emergency Insect Management Program Grant
(WEIMP) to help offset the cost for the city-wide mosquito control program.

Consideration of the Transfer Station Post-Fire M&E Repair Project Deductive Change Order #1 and Release of Retainage


The Transfer Station Post-Fire M&E Repair Project was completed by Electrical Connections Inc. and advertised for final acceptance. No claims have been made against the project. The purpose of this change order is to zero out the project balance.

Suggested Motion: I move to approve Change Order #1 and the Release of Retainage to Electrical Connections Inc. for the Transfer Station Post-Fire M&E Repair Project and authorize the Mayor to sign the Change Order.

Approval of a Contract with Lantis Fireworks & Lasers for the Fireworks Display on July 4, 2020


Suggested Motion: I move to approve the contract with Lantis Fireworks & Lasers for the July 4, 2020 fireworks display, in the amount of $15,000, pending legal approval. 
B.

Approval of an Agreement with Long Building Technologies


Suggested Motion: I move to approve the agreement with Long Building Technologies for the installation of electronic door locks at Fire Stations #1 & #2, pending legal approval.

Transfer of Wild Horse Saloon, Inc., dba Hitching Post Saloon Liquor License


Suggested Motion: I move to approve the transfer of the Wild Horse Saloon, Inc., dba Hitching Post Saloon liquor license to cater alcoholic beverages at the Duck's Unlimited Banquet on April 4, 2020, from 4:30 pm until midnight, at the Sweetwater County Events Complex, pending approval by the Rock Springs City Council.
