Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Ordinances

A.

Consideration on Third and Final Reading an Ordinance Amending a Portion of Section 5 & Section 9 of Appendix C (Subdivisions) of the City of Green River Code of Ordinances

The proposed addition of paragraph (13) to Section 5.e. is to establish an alternative method for approving subdivisions and the recording of the plat. This will provide developers an alternative method to obtain approval and move forward with construction prior to the recording of the final plat and would be at the developers risk rather than the City's. It will also provide an alternative for other landowners thinking of subdividing, but who are hesitant due to the cost and complexities of bonding. 

The proposed addition of paragraph (12) to Section 5.e. is to clarify when building permits and occupancy certificates can be issued. The proposed language will define when a building permit can be issued, relative to the completion of improvements under our current platting regulations. Our current ordinance is silent on the issue and can be misinterpreted to mean that houses may be started before public improvements are complete.

Suggested Motion: I move to approve on third and final reading the proposed language amendment to a portion of Section 5. (specifically 5.e. "Final Plat" and Section 9 of Appendix C (Subdivisions) of the City of Green River Code of Ordinances to establish an alternative method for approving subdivisions, recording of the Final Plat and to clarify when building permits can be issued.

Council Action Items

A.

Consideration of Bids for the Wastewater Treatment Plant Replacement Facility Project

This projects consists of the construction of a new wastewater treatment plant to replace the City's aging lagoon treatment system. The bid opening for the project was held on January 26, 2023 resulting in three bids. Upon examination of the bid documentation submitted it has been determined that two of the bids contain material irregularities. Therefore, the City has no choice but to recommend the rejection of the bids from Prospect Construction and VanCon, Inc.

Suggested Motion: I move to reject the bids for the Wastewater Treatment Plant Replacement Facility Project from Prospect Construction and VanCon Inc. due to material departures from the bid specifications by both bidders.

Consideration to Award the Bid for the 2023 Weed Mitigation Project

The bids for the 2023 Weed Mitigation Project were closed on March 28, 2023 and as the result one bid was received. Staff would like to recommend awarding the bid to Weed Management Solutions, LLC.

Suggested Motion: I move to award the bid for the 2023 Weed Mitigation Project to Weed Management Solutions, LLC and to approve the agreement, in the amount of $43,560, pending legal approval.

Suggested Motion: I move to approve the purchase agreement between the City of Green River and artist Jacob Novinger for the purchase of the Labradoodle sculpture, in the amount of $8,830.

Approval of the 2023 Wyoming District 4 Annual Operating Plan

Suggested Motion: I move to approve the 2023 Wildland Fire Management Annual Operating Plan and authorize the Mayor to sign the plan, pending legal approval.

Authorization to Renew the Wyoming State Fire Prevention and Electrical Safety Electrical Contractor License Application

Suggested Motion: I move to authorize the Mayor to renew the Wyoming Electrical Contractor License and maintain the aspects of the License with the State of Wyoming, pending legal approval.

Suggested Motion: I move to approve the horse corral lease agreement with Brittney Barrera for corrals 84 & 85.
