Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing to Allow a Special Use Permit for a eight (8) Foot Maximum Height Security Fence to be located at 2670 Hitching Post


The purpose of this public hearing is to give the public a chance to voice any questions or concerns they have in regards to the Special Use Permit that has been requested.

A.

Reappointment of Dan Chetterboch to the Parks and Recreation Advisory Board


Brad Raney, Director of Parks and Recreation would like to recommend the reappointment of Dan Chetterbock to the Parks and Recreation Advisory Board.

Suggest Motion:  I move to confirm the Mayor's reappointment of Dan Chetterbock to the Parks and Recreation Advisory Board for a three (3) year term beginning May 1, 2021 and expiring April 30, 2024.

Consideration of a Resolution Recognizing May 9th through the 15th as National Economic Development Week


Suggested Motion: I move to approve the resolution recognizing May 9th through the 15th, 2021 as National Economic Development Week. 
B.

Consideration of a Resolution Approving a Special Use Permit Allowing an Eight (8) Foot Maximum Height Security Fence with Barbed Wire to be Located at 2670 Hitching Post


The petitioner, City of Green River Environmental Systems Division, is seeking consideration for a Special Use Permit approval to allow for an eight (8) foot maximum height security fence six (6) foot chain link with barbed wire along the top to be placed around a new SCADA antenna to be located at 2670 Hitching Post Drive, Green River, Wyoming. The property is zoned R-1 Single Family Residential. The Planning & Zoning Commission considered this request at the April 14, 2021 meeting. After discussion and consideration of all evidence, the Commission unanimously recommended approval of the Special Use Permit.

Suggested Motion: I move to approve the Resolution granting approval of the Special Use Permit filed by the City of Green River Environmental Systems Division, to allow for an eight (8) foot maximum height security fence (6) foot chain link barbed wire along the top, to be located at 2670 Hitching Post Drive, Green River, Wyoming.

A.

Consideration of the Dissolution of the Communities Protecting the Green Committee


The purpose of the dissolution of the Communities Protecting the Green Committee is to replace it with the Sweetwater County Water Users Coalition.

Suggested Motion: I move to authorize the dissolution of the Communities Protecting the Green Committee.
B.

Consideration to Approve the Cooperative Agreement between Sweetwater County, the City of Rock Springs and the City of Green River to form the Sweetwater County Water Users Coalition


The geographic scope of this agreement is generally surface waters of the Green River Basin within the geographic boundaries of Sweetwater County, Wyoming. The subject matter of this agreement is surface water within the geographic scope defined. Excluded from the subject matter of this agreement are ground water matters to the extent they are unrelated to the surface waters and all river basins except the Green River Basin. The parties acknowledge that the Green River Basin within Sweetwater County is a part of the entire Green River Basin and Colorado River Basin. Control and governance of water in the Green River Basin and Colorado River Basin are within the subject matter of this agreement. The Coalition replaces the Communities Protecting the Green Committee.
 
Suggested Motion: I move to authorize the Mayor to sign the Cooperative Agreement between Sweetwater County, the City of Rock Springs and the City of Green River to form the Sweetwater County Water Users Coalition.
C.

Consideration to Appoint the Board Members to the Newly Formed Sweetwater County Water Users Coalition


The Board members from the dissolved " Communities Protecting the Green" would like to be appointed to the newly formed "Sweetwater County Waster Users Coalition. Those members are: Jason Palmer representing Green River, Eddie Baker representing Rock Springs; Randall Wendling representing Sweetwater County; Bryan Seppie and Richard Mathey, appointed by all three entities.

Suggested Motion: I move to confirm the Appointments of Jason Palmer as the Green River member, Bryan Seppie and Richard Mathey as County at large members to the Sweetwater County Water Users Coalition.

APPROVAL OF AN AMENDED TRADE AGREEMENT BETWEEN THE RADIO NETWORK AND GREEN RIVER RECREATION CENTER

Suggested Motion: I move to approve the amended trade agreement between The Radio Network and Green River Recreation Center for the addition of a membership and a change of an adult membership to a senior membership.

Approval to Release the Retainage for the 2020 Green Waste Processing Project


Suggested Motion: I move to release the retainage for the 2020 Green Waste Processing Project to Longhorn Construction, Inc., in the amount of $4,882.25.
C.

Approval to Transfer the Wild Horse Saloon, Inc., dba the Hitching Post Saloon Liquor Licence


Suggested Motion:
I move to authorize the transfer of the Wild Horse Saloon, Inc., dba the Hitching Post Saloon liquor license to cater alcoholic beverages at the Duck's Unlimited Banquet on May 15, 2021, from 3 pm until midnight, at the Sweetwater County Events Complex Main Hall.
D.

Suggested Motion: I move to authorize the transfer of the Wild Horse Saloon, Inc., dba the Hitching Post Saloon liquor license to cater alcoholic beverages at the Tucker and Apperson Wedding on May 15, 2021, from 3 pm until midnight, at the Sweetwater County Events Complex Small Hall.

Approval of an Agreement with Long Building Technologies for Exacq VMS Licensing


Suggested Motion:
I move to approve the agreement with Long Building Technologies for Exacq VMS Licensing and upgrade, in the amount of $4,022.

Approval of an Agreement with Long Building Technologies for S2 Licensing


Suggested Motion:
I move to approve the agreement with Long Building Technologies for the S2 Licensing and maintenance, in the amount of $11,882.

Approval of an Agreement with Long Building Technologies for the S2 Electronic Badge Software


Suggested Motion: I move to approve the agreement with Long Building Technologies for the S2 Badge printing module and licensing, in the amount of $4,853.
