Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing to Consider a Request for a Special Use Permit Filed by Wyoming.com

The purpose of this public hearing is give the public a chance to voice any questions or concerns regarding the requested Special Use Permit.

A.

Consideration of a Resolution to Approve a Special Use Permit Filed by Wyoming.com

The petitioner, Wyoming.com requested consideration for Special Use Permit approval for the construction of a 40' high speed internet tower to be constructed on top of Mansface Mountain. The property is located within the Bronze Belt Conservation Overlay District and therefore requires Special Use Permit review and approval. 

Suggested Motion: I move to approve the resolution granting approval of the Special Use Permit filed by Wyoming.com for the construction of a 40' high-speed internet tower to be located in the Bronze Belt Conservation Overlay District within the 10'x10' leased area on Mansface Mountain, Green River, Wyoming, pending legal approval.

Council Action Items

A.

Consideration to Approve the sculpture donation to the City of Green River by the Green River Arts Council

Consideration to accept a donation from the Green River Development Fund of two Heron art sculptures located on Expedition Island. 

Suggested Motion: I move to accept the Green River Development Fund donation of "Herons" to be included in the City of Green River's Sculpture Showcase property.  

B.

Consideration to Approve Change Order #1 for the 2021 Cape Seal Project

The 2021 Cape Seal Project is being completed by Advanced Paving & Construction. Increasing the Asphalt Patching Quantity was required during construction. The purpose of this Change Order is to increase the Hot Mix Asphalt patching quantity. 

Suggested Motion: I move to approve Change Order #1 for the 2021 Cape Seal Project, in the amount of $24,650 and authorize the Mayor to sign the change order. 

C.

Consideration to Submit a FEMA Hazard Mitigation Program Notice of Interest to the Wyoming Office of Homeland Security

The Wyoming Office of Homeland Security is accepting Notice of Interest forms for the FEMA Hazard Mitigation Program. This grant program provides pass-through funds to help communities implement hazard mitigation measures and was identified as a potential source of funding for the design and engineering of repairs to the Killdeer Wetland diversion structure. 

Suggested Motion: I move to authorize the submission of a FEMA Hazard Mitigation Program Notice of Interest to the Wyoming Office of Homeland Security.

Consideration of a MOU between the City of Green River, the City of Rock Springs and Sweetwater County

Recent revenue reductions and escalating costs have placed funding public safety agencies and economic development as an immediate concern for all parties. Therefore, all involved would like to impose an excise sales tax of 1% upon the retail sales of tangible personal property, admissions and services with Sweetwater County. If successful the proposed tax initiative will be placed on the November 2, 2021 ballot. 

Suggested Motion: I move to approve the MOU between the City of Green River, the City of Rock Springs and Sweetwater County.

Suggested Motion: I move to approve the issuance of a catering permit to Lew's Inc., dba Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at the Ciner 2021 Service Awards on November 5, 2021 from 4 pm until midnight at Expedition Island, pending approval by the Rock Springs City Council.

Suggested Motion: I move to accept the Unclaimed Property Report and to submit a check, in the amount of $196.54 to the Wyoming State Treasurer's Office under the Unclaimed Property Act.
