During the July 5, 2022 Council Workshop, Sgt. Hall from the Sweetwater County Sheriff's Office and Terri Markham of the non-profit organization Uprising presented information regarding human trafficking and challenges to combat human trafficking due to loopholes in the current state statute. The current definitions do not address commercial sex acts that involve manual manipulation without sexual intrusion. Since that time, City Prosecutor Pineda and Chief Jarvie have worked on development City Ordinance language to address this concern.
Suggested Motion: I move to approve on second reading the amendments to Chapter 18 Article VI, adding Sections 18-79, 18-80 and 18-81 of the City of Green River Code of Ordinances.
In its 2000 session, the Wyoming Legislature created new opportunities, procedures and standards for voluntary remediation of contaminated sites. Under certain circumstances the Wyoming Department of Environment Quality (DEQ) Voluntary Remediation Program (VRP) may allow land owners to restore contaminated land to a restricted site use cleanup level (a reduced standard). The owner of the site who proposes long-term restrictions on the use of the site shall petition local government to create a use control area, as required by W.S. 35-11-1609.
Suggested Motion: I move to approve on second reading the proposed language amendment to the City of Green River Code of Ordinances adding Chapter 17 to Appendix B, to establish procedures for the consideration for petitions for Restricted Use Control Area Overlay District (RUCAO) pursuant to Article 16 of the Wyoming Environmental Quality Act.
After holding a public hearing on October 12, 2022, the Planning & Zoning Commission recommends approval of the Final Plat of the Seneshale Addition, submitted by Joe Seneshale, dba JS Construction. The proposed subdivision creates 29 single family residential lots. This property is located on North 7th West, and extends eastward to North 5th West between West 4th North and West 5th North. Through the construction drawing review and the public hearing process, it was determined that the proposed subdivision complies with the requirements of the Subdivision Regulations of the City of Green River as submitted. The attached resolution approved the Final Plat of the Seneshale Addition, accepts the Subdivision Improvement Guarantee, in the amount of $1,443,526.87, and authorizes the Mayor execute a Subdivision Improvement Agreement. The subdivision Improvement Agreement outlines the City's procedures for releasing the letter of credit and specifies the procedures for the acceptance of subdivision improvements (including the required one-year warranty) and the issuance of building permits.
Suggested Motion: I move to approve the Resolution accepting the Final Plat of the Seneshale Addition, accepting a Subdivision Improvement Guarantee in the amount of $1,443,526.87 and authorizing the Mayor to execute a Subdivision Improvement Agreement between the City of Green River and Joe Seneshale, dba JS Construction.
On November 10, 2021, the Governing Body of the City of Green River accepted a bid from Joe Seneshale, dba JS Construction, in the amount of $70,000 for the sale of an 8.7 acre parcel of land legally described as Tracts B & C of the Lincoln School Addition of the City of Green River. The Governing Body also approved a Purchase and Development Agreement with Joe Seneshale, dba JS Construction on December 21, 2021 (see attached). As outlined in the Purchase and Development Agreement the Special Warranty Deed will be delivered upon acceptance of the Final Plat of the subdivision.
Suggested Motion: I move to approve the Resolution authorizing the Mayor and City Clerk to sign, execute and deliver a Special Warranty Deed for the sale of Lincoln School Addition Tracts B & C to Joe Seneshale.
Suggested Motion: I move to authorize the issuance of catering permits to the Wild Horse Saloon, Inc., dba the Hitching Post Restaurant & Saloon to cater alcoholic beverages at the Holiday Business Showcase on November 18, 2022, from 6 pm until 9 pm and on November 19, 2022 from 10 am until 3 pm, at Expedition Island.
Suggested Motion: I move to approve the transfer of the Tomahawk Tavern's liquor license to cater alcoholic beverages at the WyoWifey Shoppe Dinning event on November 11, 2022, from 4 pm until 9 pm, at Coal Train Coffee in Rock Springs, pending approval by the Rock Springs City Council.
Suggested Motion: I move to approve the issuance of a catering permit to Lew's Inc., dba Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at the Sisecam 2022 Service Awards on November 11, 2022 from 4 pm until midnight, at Expedition Island, pending approval by the Rock Springs City Council.
Suggested Motion: I move to approve the software agreement with ConvergeOne for the City's phone system, the Governing Body hereby finding that the commitment of ConvergeOne to provide the software services specified for the term of years specified has been determined to constitute a significant benefit and advantage to the City and the public, in that such services are not readily or economically available to the City in the absence of an extended term contract.
